1. The Context and Justification
Lassin and neighbouring villages are 44km from Kumbo which is the Divisional headquarters of Bui Division in the North West Province of Cameroon. Lassin, Nkor, and Mbinon make up an indigenous population of about 30, 000 inhabitants, most of whom are youths and few thousands of aging persons.
It is worth noting that Lassin
is a road junction, with the following roads converging to it – Kumbo road,
Ndu, Nkambe, Djottin road and even neighbouring Nigeria. By virtue of the rich
luxuriant watershed sahelian vegetation, coupled with the fact of animal husbandry
being extensively carried out, has prompted Lassin to be the “bread basket”
of three neighboring Divisions such as Donga and Matung Division, Bui Division
and Boyo Division, thereby making it quasi – cosmopolitan during market days.
In effect, during market
days, Lassin harbors a population of more than 9, 000 persons and as a consequence
some of the drivers, traders and young girls / women indulge in unprotected
sexual activities thereby propagating the HIV/AIDS pandemic across this community.
Nowadays in Lassin, through the intervention of the Health Department of the
Cameroon Baptist Convention and under the supervision of Banso Baptist Hospital
(BBH), many youths have been diagnosed positive with HIV and because of poverty
and cultural rejection, most of the young HIV / AIDS patients die young and
live behind very young children (orphans).
Furthermore, in this Lassin
– Noni Sub – Division as a whole, agriculture is the major activity on their
farms, thereby escalating not just the HIV / AIDS pandemic, but also unwanted
pregnancies and in due course these girls end up as vulnerable children incapable
of caring for their infected parents and themselves. Worst still, according
to Noni culture, early customary marriages are common and as a consequence,
the birth rate is very high alongside a relatively high HIV/AIDS prevalent rate
of about 4 cases out of 20 persons in this region.
More so, from inferential
analysis, we can deduce that 2 out of 5 children are orphans in Lassin and neighbouring
villages hence more than 1.000 AIDS orphans and vulnerable children exist in
this zone alone. Besides being orphans and vulnerable, some of these children
lack proper care and moral education and as a consequence, some of the teenaged
Aids orphans and vulnerable children are further infected by the HIV and vicious
circle continues,. How can we curb down this exponential trend of orphans and
vulnerable children?
This trend can only be curbed down by implementing a social reintegration programme which takes into consideration the proper and total development of children from childhood to 18 years and also fight against opportunists social ills such as child abuse, child labour, child trafficking, child neglect, juvenile delinquency and a host of others.
2. The Project Description.
2.1 The Problems to be Addressed
The problems of school drop out rate for AIDS orphans and vulnerable children.
The problems of malnutrition and vulnerability to diseases (healthcare).
The problems of child abuse, child neglect, child labour, child trafficking,
succession rights for orphans etc.
The problem of lack of self-employment life skills (income-generating skills)
especially for teenaged orphans and vulnerable teens.
The problems of stigma, trauma, social reinsertion and immorality.
2.2 The Proposed Solutions.
Offer sponsorship assistance to AIDS orphans and vulnerable children.
Boost their well-being through food and healthcare assistance.
Curb-down child abuse, child neglect, child labour, child trafficking, and
succession problems through sensitization and advocacy campaigns.
Offer life skills through vocational training on income generating activities
hence self-employment and capability of family continuity.
Destigmatize community members (affected and infected individuals)
Offer psychosocial counseling and moral rearmament lessons to this category
of children and their affected family members.
Offer social reinsertion counseling to these children.
Working in partnership with other good health centres like Cameroon Baptist
Convention for support groups.
2.3 The General Objective.
Improve on the educational, socio-cultural, physical and the psycho-social development of AIDS orphans and vulnerable children.
Improve conditions of women and teenage girls in the area.
2.4 The Specific Objectives.
Increase on the number of school completion rate for orphans and vulnerable
children.
Improve on their academic performance rate through coaching and sponsorship
assistance.
Build a sense of self-reliance and self-confidence through life skills training
hence creating self-employment options and survival
strategies for them.
Boost their physical well-being through nutritional and health assistance.
Educate them on their succession rights through their eldest brothers or
sisters.
Destigmatize affected and infected persons and why not the community as a
whole.
Offer confidential counseling services to infected and affected persons.
Curb-down on child abuse, child neglect, child labour, child trafficking
and abuse of birth right.
Curb-down the problem of teenage pregnancy and early marriages for the girl
child –through short term courses in the women/girl centre.
Offer preventive campaigns against HIV / Aids and STIs.
2.5 The Expected Results / Benchmarks / Outcome Indicators /Effects / Impact.
We intend to offer educational, health, nutritional and moral counseling
to 500 AIDS orphans and vulnerable children.
Close to 1 000 family members shall indirectly benefit from this program.
We intend to acquire positive behavioural change at the end of implementing
this program.
In the long-run, the overall impact of the project should improve on the
well-being of these children and the community as a whole.

We have the honour most respectful to request for funding from your organisation. The Children’s Reassurance Ministry, CREAM is a Non-Profit, Non Governmental, and Non Denominational Association mainly fighting against poverty especially amongst children in Cameroon. It does this by providing self reliant skills there by reducing juvenile criminality, delinquency and improving their standard of living.
At the moment, CREAM is constructing
a vocational training and retreat centre with a healthcare unit. We are 55%
through with this project in Yaounde, the capital of Cameroon
Concurrently, CREAM is carrying
on more crucial projects in our rural areas which are enclaved, owing to bad
roads.
Because of this urgent need,
I am also presenting to you this social reintegrated programme for low income,
AIDS patients, orphans, and vulnerable children. These programmes are divided
into sub heads to facilitate our sponsors and donors to choose what they will
like to help us with.
